    This pillar comprises the European Communities (EAEC, and EC). Within the European Communities, the EC holds the most important position. Decisions are taken by the Council, either in cooperation with Parliament or not, on the proposal of the Commission. In the first pillar, the Council generally takes majority-vote decisions. This means that a Member State may be held to a decision, even if it disagrees with the decision.
