The course was recommended by JISC, SURF Diensten and the DARE project. JISC supported the full, 5-day course. SURF Diensten supported Module 3: Library Consortia and Licensing. The DARE project supported Module 4: Open Access and Institutional Repositories.

Ticer stands for Tilburg Innovation Centre for Electronic Resources, a private, not-for-profit, company founded and 100% owned by Tilburg University in the Netherlands. Ticer's aim is to make expertise on digital libraries and IT infrastructure available.

Ticer offers consultancy and support at all levels of management in the transition from traditional information service to modern electronic information supply. Ticer can help organisations to develop a strategy, manage processes of change, design an ICT infrastructure, develop digital collections, draw up licensing policies, publish electronic documents, set up institutional repositories, develop end-user services, manage databases, and secure information.

In addition to its expertise in consultancy and in interim and project management, Ticer has offered courses and seminars via its International Ticer School since 1995.
